but then when doing sudo apt-get install -y php-simplexml

As error says, You should explicitly select one to install.
Search for php version on your machine by
1 2 |
php --version |
then use that version to install the package

sudo apt-get install -y php # so if you get 7.4 then it would be sudo apt-get install -y php7.4-xml |
